Compartimos aquí un par de temas que nos presenta Ifor Ffowcs-Williams en el interesante boletín que ocasionalmente publica. El primero se refiere a la invitación abierta a todos los clusters para participar en una nueva Encuesta Global de Clusters. En el segundo tema nos ofrece un resumen de elementos clave para la evaluación y seguimiento de iniciativas de cluster.
La primera encuesta fue publicada en 2003 por Örjan Sölvell, Göran Lindqvist y Christian Ketels bajo el título «The Cluster Initiative Greenbook». The Global Cluster Initiative Survey is back!
Hundreds of cluster managers around the world participated in the first survey in 2003. The results were published in The Cluster Initiative Greenbook, still one of the most quoted works on cluster initiatives. The second survey was in 2005 and now the third survey is underway, presenting an opportunity to contribute again to the understanding and improvement of cluster development.

Cluster Measurement and Evaluation
Measurement and Evaluation for a cluster initiative is no easy task. How are changing behaviour patterns measured? And structural change within a cluster? How are new issues, new agendas, new borders, fluctuating external influences and non-linear results brought into a M&E process? How is it identified what should change to further lift the cluster’s competitiveness?
Here are some suggestions. These need to be adapted to the cluster’s life cycle. The process looks at both the underlying health of the cluster and the health of the clustering initiative. The calendar opens at the launch of the cluster initiative.
