The Global Cluster Initiative Survey is back!

The Global Cluster Initiative Survey is back!

Hundreds of cluster managers around the world participated in the first survey in 2003. The results were published in The Cluster Initiative Greenbook, still one of the most quoted works on cluster initiatives. The second survey was in 2005 and now the third survey is underway, presenting an opportunity to contribute again to the understanding and improvement of cluster development.

Results will be presented at the TCI Global Conference in Basque Country in October. Cluster managers are invited to sign up by clicking HERE

Cluster Measurement and Evaluation

Measurement and Evaluation for a cluster initiative is no easy task. How are changing behaviour patterns measured? And structural change within a cluster? How are new issues, new agendas, new borders, fluctuating external influences and non-linear results brought into a M&E process? How is it identified what should change to further lift the cluster’s competitiveness?

Here are some suggestions. These need to be adapted to the cluster’s life cycle. The process looks at both the underlying health of the cluster and the health of the clustering initiative. The calendar opens at the launch of the cluster initiative.

End Year 1
  1. Comparison with baseline data, e.g.  total sales & % export; # employment; # firms; # firms with cooperation with local universities.
  2. Review projects against milestones.
  3. Satisfaction by the cluster’s stakeholders with the cluster organisation’s services.
End Year 2
  1. Again baseline data comparison, project reviews and cluster stakeholder’s satisfaction.
  2. Evidence of (i) Change in behaviour amongst the cluster’s firms, more open collaboration and trust, (ii) More targeted support by public agencies and academia, (iii) Increased cluster awareness within the region (including politicians, school leavers and bankers) and internationally (attracting customers, new investment and talent).
End Year 3
  1. Again baseline data comparison, project reviews and cluster stakeholder’s satisfaction
  2. A 360° review through an external panel, exploring firm level change; soft infrastructure alignment; public funder benefits & additionality; effectiveness of cluster governance and management. This review could include benchmarking v. similar initiatives.

I am elaborating on these comments in the book I am writing on the practicalities of cluster development. Let me know if you would like an alert when the book is out later this year.

Go well,

Ifor Ffowcs-Williams
